Program Director
Madigan Army Medical Center
Steilacoom, Washington
LTC Jillian F. Phelps, MD, is a board-certified Emergency Medicine physician, currently serving as Program Director at Madigan Army Medical Center, Joint Base Lewis-McChord in the beautiful Pacific Northwest. Dr. Phelps completed a fellowship in Austere and Wilderness Medicine amid multiple operational assignments. She has served as Battalion Flight Surgeon in the great white north of Fort Drum, New York, Brigade Flight Surgeon, deployed with a Combat Support Hospital, and attempted to deploy with the Forward Resuscitative Surgical Team before getting pulled off the plane en route to Afghanistan in Indianapolis, Indiana. Aside from the personally assigned shame of serving for more than 20 years and never physically making it to Afghanistan despite multiple attempts, this afforded her the opportunity to make it back home in time for her son’s first Christmas and birthday. Her deployment experience started off as a typical Combat Support Hospital role, that then morphed into a Damage Control Support team augmenting the Special Operations Joint Task Force through the Western Mosul clearance. This experience served to reinforce everything LTC Phelps signed up for and is the key reason she continues to serve despite the many challenges and restructure enacted in the military medical arena.
